Condition of this registration relating to carrying out this regulated activity
The registered provider must not admit any new service users to Mill House, 51 Mount Pleasant, Bilston, WV14 7LS without the prior written agreement of the Care Quality Commission. This includes any respite or emergency admissions and re-admissions of any service user who has previously been resident at Mill House.
The registered provider must ensure effective systems are in place, utilising specialist advice from a multidisciplinary professional team to assess and mitigate the risks relating to behaviours that are associated with people living with dementia. These behaviours include; unsupervised service users entering the bedrooms of other service users when the service user is present and physical and verbal aggression. This system must be in place by 5 September 2023.
By 5 September 2023, the registered provider must instruct a suitably qualified, skilled and competent person to ensure that individualised risk assessments and care management plans are in place for each service user. The risks assessments should accurately reflect individual service users’ needs and preferences and provide clear guidance for staff about the care and support required. The registered provider must submit a report to the Commission by 5 September with an overview of the assessments and confirming that the risk assessments have been completed. The Registered Provider must review the care plans and risk assessments and take action to update as required providing a report to CQC on the last Friday of each month commencing 29 September 2023.
The registered provider must instruct a suitably qualified, skilled and competent person to implement effective safeguarding systems for all service users which meets national and local standards and procedures. This must include the implementation of appropriate training for all staff and timely safeguarding referrals. This system and associated policy must be in place and shared with CQC by 5 September 2023.
The registered provider must instruct a suitably qualified, skilled and competent person to implement an effective safeguarding oversight system to continually monitor staff compliance with safeguarding procedures. This system and associated policy must be in place and shared with CQC by 5 September 2023. Monthly safeguarding oversight reports must be submitted to CQC on the last Friday of each month commencing 29 September 2023.
The registered provider must instruct a suitably qualified, skilled, and competent person to design and implement a system to enable effective recording, analysis and oversight of all incidents. This must include falls, violence and aggression and unexplained injuries. This system must be in place and its associated policy shared with CQC by 5 September 2023. Monthly incident oversight reports must be submitted to CQC on the last Friday of each month commencing 29 September 2023.
The registered provider must instruct a suitably qualified, skilled, and competent person to design and implement a system to enable effective monitoring and maintenance of; the premises, the equipment used in the care and treatment of service users and all electrical equipment at the service and window restrictors. This system must be in place and its associated policy shared with CQC by 5 September 2023. Monthly incident oversight reports must be submitted to CQC on the last Friday of each month commencing 29 September 2023.
